Details on Texas SB 21 (Texas 89th Legislature (2025)) - Relating to the establishment and administration of the Texas Strategic Bitcoin Reserve for the purpose of investing in cryptocurrency and the investment authority of the comptroller of public accounts over the reserve and certain other state funds.

SB 21 will be the first Strategic Bitcoin Reserve if signed into law. The Utah and New Hampshire bills included Bitcoin as an option in an array of digital and precious metal alternatives.

I'm not a fan of Bitcoin, it has significant technical issues which can't scale but if it helps get a token platform into place... I'm 80% sure that Blackrock will inviscerate Bitcoin once it's too big to fail but... oh well. That's the nature of people.

The vote count is indicative...

Senate: 25 to 5
House: 105 to 23

These totals also favor passage of HB 1056, the gold-backed digital currency which is my true interest. That would be the second, following Arkansas HB 1918. I expect Arizona SB 1096 to pass but get vetoed by Kartel Katie. My longshot belief is Connecticut SB 1552. Statistically, it should fail but... its path has been so different than the other bills. I bet it passes.
